On iPhone, Safari does not keep your downloads. It hands them off to the Files app, which is why the "missing" MP3 you just converted is sitting in a folder you never opened. Here is where to look and how to make future downloads land somewhere predictable.
While a download is still fresh, you can also tap the blue arrow download icon in Safari's address bar to see it, then tap the magnifying glass icon next to it to reveal the file in the Files app.
Since iOS 13, Safari saves files to a Downloads folder rather than keeping them in the browser. The default location is iCloud Drive's Downloads folder, which syncs across your Apple devices. Safari's own download list is temporary: it clears old entries, so a download that looked present yesterday may vanish from the list while the file remains in Files.
This only affects downloads that start after the change. Files you already downloaded stay where they are.
