Start with the universal checks, then jump to your device.

Universal checks

Open the video in YouTube. Private, deleted, or restricted videos cannot convert.
Check the link. Complete youtube.com or youtu.be URL.
Try incognito/private mode. Rules out extensions.
Pause aggressive ad blockers for the page.
